During the Covid epidemic, the Chinese state has enabled local governments to borrow at record levels. They are supposed to use it to pay for infrastructure projects and thus boost the economy. China hat mittlerweile seine Fähigkeit bewiesen, politische Ziele auch in konkrete Projekte und Programme zu übersetzen - mit sichtbaren Vorteilen für die gesamte Bevölkerung, nicht nur für die Eliten. Für die USA könnte es schwer werden, sich daran zu messen, solange sie an ihrer Identität als System der freien Marktwirtschaft festhält.
