The European Union has presented its priorities for COP28. The focus is, in particular, on avoiding greenhouse gases. This also includes a global phase-out of all fossil fuels – a goal the EU already sought at the last COP in Sharm el-Sheikh, but ultimately failed to push through.

But the country is struggling with the direction and timeframe for its energy transition. Currently, oil, coal and gas still generate high government revenues.
